The Colombian Cartel is run by Castel having officially taken over leadership after the death of Don Reynaldo Fieto.

Camila Vargas had been receiving cocaine from the Colombians behind her husband's back, expanding her business so much that it was three times the size that Epifaño thought it was. This ended once Batman told Epifaño about what she was dong, and Epifaño placed a call to Reynaldo asking him to stop.
Now that Camila is governor, she is in talks with the Colombian cartel once more, though she hasn't told her supposed partner Jimenez.
